The World Bank's Agriculture and Food Unit, Eastern and Southern Africa Region (SAEA3) is supporting a growing and increasingly complex program of analytical, advisory, operational, and regional engagement across food systems resilience, climate-smart agriculture, agrifood markets, regional integration, early warning systems, gender, and jobs. Within SAEA3, the work program includes a combination of analytics, country-facing operations, regional programs, and strategic engagement with national counterparts, donors, regional economic communities (RECs), and continental institutions. The unit's portfolio requires integrated technical support that can bridge analytical work, operational preparation, implementation support, stakeholder coordination, and corporate reporting requirements. This includes, among others, support to the Food Systems Climate Action Plans (FS-CAP), the Food Systems Resilience Program (FSRP), the Emergency Locust Response Program (ELRP), regional agrifood markets and value chain work, gender and jobs-focused analytical and operational activities. These programs involve complex multi-country architectures, partnerships with continental and regional economic institutions (including AUC/AUDA-NEPAD, IGAD, and CCARDESA), and significant analytical and operational demands. They contribute to improved food system resilience, value chain development, food and nutrition security, agricultural productivity and jobs, and improved gender outcomes in the region. An experienced extended term consultant is sought to support the design, preparation, implementation and delivery of these activities in the region. The consultant will be expected to provide analytical, operational, and coordination support across a diverse set of regional and country engagements, with a strong emphasis on quality, delivery, and integration across workstreams. Scope of Work: The consultant will work under the guidance of the SAEA3 Practice Manager and relevant Task Team Leaders (TTLs), providing technical, analytical, and operational support across the following workstreams. The specific activities and expected outputs for each workstream are detailed in the attached Work Program Table. 1. Food Systems Climate Action Plans (FS-CAP): The consultant will serve as the technical lead for the delivery of FS-CAP national diagnostics across six countries (Comoros, Ethiopia, Kenya, Malawi, Tanzania, Zambia), coordinating with country TTLs to strengthen portfolio linkages and oversee the final dissemination process. Concurrently, the consultant will lead the preparation and finalization of the FS-CAP regional synthesis study, managing a team of five expert consultants and leading stakeholder consultations with IGAD and CCARDESA. The consultant will also lead the design and development of an online interactive dashboard integrating national and regional diagnostics and organize a high-profile regional dissemination event. 2. Food Systems Resilience Program (FSRP) - Phase 1, Phase 3, Gender Program: The consultant will provide regional evidence synthesis and implementation support for FSRP Phase 1 and 3, with particular focus on regional investment components involving IGAD, CCARDESA, and AUC/AUDA-NEPAD. This includes reviewing and providing quality inputs to the Mid-Term Review (MTR) report, developing frameworks for national-regional integration, leading gender component integration across the program, and supporting CCARDESA in establishing a regional soil hub. The consultant will also support the design and implementation of gender-focused activities under the Bank-executed trust fund, including coordinating an innovation marketplace event. 3. Emergency Locust Response Program (ELRP - Djibouti, Ethiopia, Kenya, Uganda) (P173702): The consultant will support drafting the Implementation Completion and Results Report (ICR), including mapping results across multiple country operations, and synthesizing resilience and regional dimensions of the program. The consultant will support trust fund execution in Ethiopia, including the design and delivery of a high-level regional workshop, and lead drafting of the final consolidated report for the Horn of Africa Umbrella Trust Fund. The consultant will also support drafting of the concept note for the planned next phase of ELRP. 4. FARMS Program and Agrifood Trade Synthesis: The consultant will serve as technical lead on a regional synthesis on agrifood trade, agricultural value chains, and adaptation finance mechanisms, integrating lessons from the FS-CAP regional study and other regional analytical work to inform FARMS program design and a potential PASA preparation process. 5. Cross-Support to SAEA2 - FSRP Phase 3 and AgriConnect The consultant will provide cross-unit technical support to SAEA2, including regional integration inputs for FSRP Phase 3, supporting Additional Financing processes for Kenya and Comoros operations, FS-CAP-FSRP-AgriConnect integration efforts, and contributing to AgriConnect Compact development in Burundi, DRC, and Uganda. The consultant will also provide technical inputs to the MS4JET project in Comoros as relevant. 6. Additional Flexible and Pipeline Support As needed and based on evolving program demands, the consultant may provide selective technical support across additional activities, including: FS-CAP shadow process support for South Africa and Lesotho; adaptation and mitigation tagging for the Zimbabwe Public Expenditure Review and Nutrition Trust Fund; and cross-cutting support to operational teams on climate corporate commitments and climate finance tracking. TheETC will work in close collaboration with the Task Team Leaders (TTLs) of eachproject and will report to Frauke Jungbluth, Practice Manager, SAEA3.
